As winter approaches, Michigan citizens are concerning about how they are going to pay their heating bills. House Democrats have a plan that will protect consumers from shut-offs and will create incentives for people to winterize their homes. It will also work to bring volunteers together to help those that are in need, and keep their houses warm and safe this winter.
